Website Speed Optimization for Mobile Devices

Site speed performance on PC is above 90. But it performs very poorly on mobile devices. No matter what I do, it doesn't improve it. Installed wp-optimized 3-4-2. I reduced the size of the images and compressed them as well. I checked the Generate separate files for mobile devices option and saved it. However, the performance on mobile devices is very poor. I am not satisfied is there any suggestion. Thanks.
