Server can't process images

I'm running the latest version of WordPress on a self-install (Ubuntu) and have noticed that certain images always get this error, but I have yet to find a solution. I have increased the memory limit in php to 256M and increased the maximum upload file size to 1 GB, but still no luck.

This can happen if the server is busy or does not have enough resources to complete the task. Uploading a smaller image may help. Suggested maximum size is 2560 pixels.

Again, the way I tried it:

Memory limit increased to 256M
Maximum upload file size is 1 GB
Rename the file to test.jpg
Validate file size (currently testing 1.1M JPG)
I have nothing left to try. Any ideas?
