Resolving the "Style Sheet Missing" message

I can't install new themes, I can't delete old themes, I can't even get to the themes folder. I can't install plugins and I can't delete them. When I try to access my site, it displays the message "style sheet missing". It doesn't show "css", it doesn't show "error", it just shows the "style sheet missing" message. When I click on Appearance and go to the theme, it reverts back to this "twentytwentythree" theme, which only shows a transparent grid of images. The customize button below is the only button I have and it only directs me to the same link as before. Is there any way to fix this or do I need to delete my entire site?
