My admin users (admin rights) can't view the plugin or tool, do they need to be in the same domain as me? Or can they have a different email domain?

We have looked at a few membership plugins, but since we only need this functionality for documents and files, we would like advice on how to proceed. We are using Divi. the page (login) should show up in the menu bar, click to log in and then access the page/subpage. This is a special login for this particular page. The login and password may be the same for all users.

I want to ship packages to all countries in the world. I have enabled shipping to all countries from the WooCommerce > Configuration section, but I am having problems with the invoice page. So that if I select any country, it will only show cities in China and not in the selected country. How can I fix this issue?
